Framework Agreements

A framework agreement is a package of contracts previously subject to competitive tendering. Customers join the framework agreement in advance. There may be one or more contractual suppliers, which remain the same throughout the agreement period.

The dynamic purchasing system, or DPS, provides a framework and flexibility for your purchases according to your needs. You can join it at any time during the duration of the DPS – whether you are a customer or a qualifying supplier.

You can use small-scale procurement when the value of your procurement is below the national threshold of EUR 60,000. To help you take advantage of small-scale procurement, we offer a digital small-scale procurement service, where you can send invitations to tender to the participating suppliers quickly and flexibly, with just a few clicks.

A minitendering is carried out if required by the operating model for joint procurement. By means of a minitendering, a joint procurement user can carry out competitive tendering to find the supplier that best suits the user’s needs.

For DPSs, a minitendering means a competition based on framework agreements and, for framework agreements, it means simplified tendering. For the sake of clarity, we refer to both of these as minitendering. We will provide you with instructions, tools, templates and a minitendering assistant to support your minitendering.
